MAPAYAPANG MINDANAO Website - http://www.mapayapangmindanao.infoFacebook – http://facebook.com/mapayapangmindanaoTwitter – http://twitter.com/peacemindanaoSmart – 0999-42-PEACE Globe – 0917-83-PEACE The Government of the Republic of the Philippines (GRP) and the Moro Islamic Liberation Front (MILF) have resumed formal negotiations last December 8, 2009. This opens up fresh possibilities for arriving at a Peace Agreement before the end of the term of President Gloria Macapagal-Arroyo in June 2010. This requires, however, that the process involves the enhanced participation of the people.
Following the Supreme Court’s declaration that the Memorandum of Agreement on Ancestral Domain (MOA-AD) is unconstitutional due to lack of participatory mechanisms, the Office of the Presidential Adviser on the Peace Process (OPAPP) is now undertaking a series of consultations (Mapayapang Mindanao) all over the country through two designed processes, called Reflective Dialogues (Dialogue Mindanaw) and Public Conversations (Tinig Mindanao). It is the third program and the biggest Communication Plan embarked by Government that includes a Media / Public Relations / Advertising Campaign to provide air cover for the massive social engagements, and the Public Conversations, touching grassroots communities.
MAPAYAPANG MINDANAO has the following objectives:
1. To engage the people at all levels to inform them of the issues and secure their feedback; 2. To create a space where people can express their sentiments on the issues; and 3. To create interest and participation in the prospective GRP-MILF Peace Talks.
Through MAPAYAPANG MINDANAO, OPAPP hopes to achieve the following:
1. Inform the proponents of genuine sentiments of the people on the proposed items being discussed in the peace negotiations; 2. Provide a fresh and balanced information and education relevant to the negotiation; 3. Create authentic opportunity for dialogue where people can experience listening and expressing genuinely with one another; 4. Build better understanding of the people’s concerns; 5. Increase political interest and knowledge, possibly; and 6. Make a dramatic change in opinions toward a lasting peace in Mindanao.
